  15. Najibullah's Siren Song

  17. <p>     In the standoff between the government of President Najibullah
  18. and Afghanistan's mujahedin, the beleaguered regime in Kabul is
  19. now clearly placing its hopes on a settlement brokered by the
  20. United Nations. Last week Najibullah tried to give that process
  21. a jog by publicly reiterating his longstanding offer to step out
  22. of the presidency and renounce any future political role as soon
  23. as a neutral interim government is formed under U.N. auspices.
  24. Said the President on national television: "I have agreed to
  25. transfer all authority to the transitional government."
  26. </p>
  27. <p>     Najibullah's latest concession to the peace process came
  28. shortly after a major mujahedin faction claimed that it had
  29. captured the northern city of Mazar-i-Sharif, site of a
  30. government air base; Kabul denied the claim. Hard-line
  31. mujahedin, ignoring the President's offer, vowed to fight on.
